of Sir H.A. Blake's despatch No.137 of the 3rd.of April, I have the honour to transmit the enclosed list of votes which

have been taken in the Legislative Council during this year,

(not being re-votes of un-expended balances of votes in the Estimates for 1899 for works undertaken or in progress last

· year) to cover the cost of Public Works not provided for in the Estimates for the current year, but which are being pro- ceeded with on account of the urgent need for them.

With regard to items Nos.1,8,9, and 10 I

have to observe that votes for three of them were originally set down in the Estimates for the current year, but no votes were taken for them for the reasons explained by Sir d.A.

Blake in his despatch referred to above, while a vote of

$16,000 was taken for the fourth (Improvements Recreation Ground, Happy Valley) in the Estimates for 1898 and never

spent.

At a recent meeting of the Executive

Council the Senior Un-official Member, as will appear from

the enclosed copy of extract of the minutes, made a strong

representation on the subject of these works, and in view of his remarks,

confirmed as they are by the Colonial Treasurer, I

took upon myself the responsibility of asking the Legislative RIGHT HONOURABLE
